The New Code of Practice

What does this mean? The following website has further information;

Special educational needs legislation is being reformed by the Government with new approaches coming into place from September 2014. This is to improve outcomes for children and young people with complex needs and the experience of parents and carers.

Hampshire County Council has been trialling the new approaches since 2011 to make sure we are ready to deliver these changes which will include:

• A Local Offer: a new website with searchable information of all local health, education, social care and leisure services and support for children and young people with special educational needs and those who are disabled. Find out more as the website develops at

• Education, Health and Care Plans (EHCP): bringing together a child or young person’s statutory assessment of special educational needs and their relevant health and social care needs into one plan. If you child has a ‘Statement of Educational Needs’, this will change from September in to an EHCP.

• Personal Budgets: for some families with an EHCP to give greater independence, choice and control.
